Federal Resume for a GS-0301 Administrative or Program Specialist

The 0301 series is the federal government's general-purpose administrative series. When an agency needs a program specialist, a staff assistant, an administrative officer or a project coordinator and no single occupational series describes the work, the position usually lands in 0301. That makes the series name almost useless as a guide to the job. Two announcements with the same title can ask for unrelated experience, so your resume has to answer the one in front of you rather than a generic idea of office work.

This page explains what 0301 actually holds, how HR screens it, and how to prove specialized experience inside the USAJOBS two-page limit. You get a sample summary, bullets at three grade bands and the questions applicants ask most. ClearHire can prepare the two-page version for a chosen announcement from documents you already have, and every line gets your review before the file goes into USAJOBS.

What HR specialists and hiring managers screen for

HR compares your duties to the specialized-experience paragraph and to your questionnaire answers. Because 0301 is a catch-all, that paragraph names concrete tasks: coordinating budget inputs, tracking action items for a division chief, drafting correspondence for signature, preparing briefing materials, managing SharePoint sites or analyzing program data to recommend changes. Your duties need the same nouns. A resume that says 'responsible for administrative support' gives HR nothing to match.

The selecting official reads for independence (did you run the process or feed someone who did), scope (how many offices, how much money, how many people) and judgment (what you decided without being told). Interviews test written clarity, tact with senior leaders, follow-through on deadlines and the ability to move work across offices that do not report to you.

Program coordination
Name the program, its scope and your role. 'Coordinated the Division's annual training program for 140 staff across four field offices' shows you did the coordinating, not just the scheduling.
Correspondence and written communication
State what you wrote and for whom: memoranda for a director's signature, responses to congressional inquiries, policy summaries.
Budget and resource tracking
Administrative officers who do not own a budget still track obligations, purchase requests or travel funds. Quote the dollar range and the system.
Data analysis and reporting
Show the spreadsheet or dashboard you built, where its data came from and the decision it informed.
Policy and procedure development
List the standard operating procedures, desk guides or office policies you drafted or revised and who approved them.
Stakeholder liaison
Describe the offices, contractors or partners you dealt with and what you resolved. Liaison work is where 0301 specialists show judgment.
Records and information management
Mention the systems (SharePoint, records schedules, correspondence trackers) and the volume of actions you managed.

Sample summary and bullets

Example (sample person)

Alicia Brennan: Alicia Brennan (sample person) has six years as a program specialist in a state workforce agency, now competing for a GS-0301-11 program specialist position in a federal regional office.

Summary

Program specialist with six years supporting grant-funded employment programs across a 12-county region. Manage the full cycle of sub-grant agreements from solicitation through closeout, prepare quarterly performance narratives for the state director and brief leadership on program risk. Known for turning scattered spreadsheets into a single tracker that leadership actually uses. Comfortable owning a deadline with several offices outside my chain.

Experience bullets

  • Coordinated 22 sub-grant agreements worth a combined 4.1 million dollars, tracking deliverables, reimbursements and corrective actions in a SharePoint list that cut late reports from 9 per quarter to 2.
  • Drafted 60 or more pieces of outgoing correspondence a year for the director's signature, including responses to legislative inquiries, with fewer than 3 returned for revision in two years.
  • Built a quarterly performance dashboard in Excel from three source systems and presented it to the executive team, which used it to redirect 300,000 dollars toward the two strongest providers.
  • Rewrote the sub-grant monitoring desk guide, reducing on-site review preparation from two days to one and standardizing findings across four regional monitors.

What the GS-0301 Miscellaneous Administration and Program series covers

The Miscellaneous Administration and Program series, GS-0301, holds positions that perform administrative, management or program work for which no other series is appropriate. Typical titles are Program Specialist, Staff Assistant, Administrative Officer, Administrative Specialist, Management Assistant, Special Assistant and Project Coordinator. Many carry a parenthetical for the subject area, such as Program Specialist (Grants Management) or Administrative Officer (Facilities), and the parenthetical is a stronger clue to the duties than the series.

Nearly every department and independent agency posts 0301 jobs; the heaviest users include Veterans Affairs, the Defense components and Homeland Security. Grades posted range from GS-5 trainee roles through GS-15 special assistant positions, with most announcements between GS-7 and GS-13. The three bands below (GS-5 to GS-7, GS-9 to GS-11, GS-12 to GS-13) cover most of what you will see.

The two-page limit on USAJOBS

Since 27 September 2025, OPM caps every resume submitted through USAJOBS at two pages. That applies to the resume builder, to uploaded files and to the resume stored in your profile, and uploads get converted to PDF as they come in. If the only resume on your application runs past two pages, HR marks you ineligible before anyone reads it. OPM suggests a PDF no larger than 5 MB, set in a sans-serif typeface (Lato is the example OPM gives), half-inch margins, 14-point headings and 10-point body.

For a 0301 applicant the cut is usually older jobs and unrelated duties. Keep the last ten years in detail, shrink earlier positions to one line each (title, employer, dates, hours), and remove any bullet that does not map to the specialized-experience paragraph or a questionnaire item.

Specialized experience: one year at the next lower grade

Most 0301 announcements at GS-7 and above ask for a year of specialized experience that matches, at minimum, the grade one step below the one advertised. A GS-11 program specialist job wants a full year of GS-9 level work; a GS-13 wants twelve months at the GS-12 level. The announcement defines what counts, and HR looks for it in the duties you describe, not in a statement that you meet the requirement.

Suppose the GS-11 paragraph reads: 'experience coordinating program activities, analyzing program data to identify trends and preparing reports and recommendations for management.' A matching bullet would be 'Analyzed quarterly intake data for a 12-county employment program, identified a 30 percent backlog in two counties and recommended a staffing shift that leadership adopted.' Each clause of the paragraph is visible in the bullet, with scope that lets HR place it at GS-9 or higher.

Sample bullets by grade band (sample person)

GS-5/7
Maintained the branch correspondence log and suspense tracker in SharePoint, routing 40 to 50 actions a month and flagging items due within three days to the branch chief.
GS-9/11
Coordinated the regional office's annual operating plan inputs from six units, reconciled them against the prior year and drafted the consolidated submission the regional director signed without changes.
GS-12/13
Served as principal advisor to a division director on administrative policy, designing a telework accountability process adopted across 11 branches and briefing the results to headquarters.

Hours per week on every job

Write hours per week beside every position, including volunteer and part-time work, styled '40 hours per week', because HR prorates experience that was less than full time: a 20-hour job counts as half a year for each full year worked. The USAJOBS builder requires the field, and a missing figure on an uploaded resume can lead HR to credit that job at zero.

The Merit Hiring essays are yours to write

Announcements in the competitive service at GS-5 and higher now carry four Merit Hiring Plan essay prompts, introduced in May 2025 and capped at 200 words each. They are optional and not scored, but when you submit you certify the answers as your own writing, produced without a consultant or AI tool. ClearHire leaves those essays alone; it will not draft them, so write them yourself about your own experience.

Reading a 0301 announcement before you write anything

Because the series name tells you so little, the announcement is the whole job description. Read the Duties section and the specialized-experience paragraph side by side; one describes the daily work, the other defines what HR will accept as proof. If Duties is heavy on data analysis and the paragraph is heavy on correspondence and coordination, cover both, with the paragraph's terms given priority on page one. Then open the questionnaire preview: the highest answer on each item usually describes independent, expert performance, and you should claim it only where a bullet backs it up.

  • Highlight every verb and noun in the specialized-experience paragraph, then write one bullet for each.
  • Check for a parenthetical such as Program Specialist (Training) or Administrative Officer (Facilities); it is the subject your top bullets should serve.
  • Note the grade and any promotion potential; a GS-9 with potential to GS-12 wants to see growth in your bullets.
  • Look for required documents beyond the resume, such as transcripts for an education substitution or an SF-50.

Tailor it to the posting

A tailored 0301 resume mirrors the announcement's own language for every duty it lists. If the paragraph says 'provides advice to management on administrative policies and procedures', write a bullet saying you advised management on administrative policies and procedures, then add scope and result. Put the strongest matching bullets high on page one, point the summary at this role and drop jobs or duties that do not help. The questionnaire and the resume are read together; an answer you give in the questionnaire has to be visible in your duties or it earns nothing.

ClearHire assembles the two-page document for whichever announcement you select, from the documents you upload, keeping hours and dates on every job. You edit the draft, and it is you who uploads the file in USAJOBS; for federal jobs the app hands off to the official announcement.

  1. Copy the specialized-experience paragraph somewhere you can mark it up, then strike each clause once a bullet covers it.
  2. Move the job that best matches the announcement to the top, as long as dates stay accurate.
  3. Rewrite the summary to name the program area the announcement names (training, facilities, grants, policy) instead of 'administrative professional'.
  4. Answer the questionnaire first, then add the specific duty behind every top-level answer.
  5. Delete any bullet that does not serve this announcement until the document fits two pages at 10-point text.

Questions people ask

What does GS-0301 actually mean on a job announcement?

It means the agency could not place the job in a more specific series. The work may be program coordination, staff support, administration or analysis, so the title tells you less than the Duties section does. Treat the announcement text as the job description and tailor to it, not to the series name. Two 0301 jobs at the same grade can require unrelated experience.

Can I use a private-sector office manager background for a GS-0301 program specialist job?

Yes, if the announcement's specialized-experience paragraph describes work you have done. Translate your duties into its vocabulary: office budgets become resource tracking, vendor coordination becomes stakeholder liaison, and process improvements become policy and procedure development. Quote scope and results so HR can judge the grade level of the work, and list hours per week for every job.

Is a degree required for a GS-0301 position?

Not usually at GS-9 and above, where a year of qualifying experience one grade down is the standard path. At GS-5 and GS-7, some announcements allow a bachelor's degree or superior academic achievement in place of experience. Check the Qualifications section of the specific announcement and attach transcripts if you rely on education.
